No, not the entire state… It’s just that NYC has so much power it can legislate all sorts of shit the rest of the state doesn’t necessarily want.
I grew up in NY… close enough to the city that I’ve spent considerable time there, but far enough away that I wasn’t in the metro area.
Every year new shit was legislated that us non-city folk just didn’t understand what the fuck was going on.
